Dr. Michael C. Threatt

Dr. Michael C. Threatt is a next-generation executive-level affordable housing professional who has worked in various roles for several public housing authorities, including executive leadership. He is currently the Senior Vice President & Chief Operating Officer (COO) at Dothan Housing.

 

Before his role as Senior Vice President & COO, Dr. Threatt was selected to lead the Sylacauga Housing Authority (SHA) as its first African American Chief Executive Officer (CEO). While at SHA, Dr. Threatt was awarded several awards for progressively implementing his Housing Authority of Tomorrow model, which focuses on implementing best and evidence-based practices to increase productivity (save time, money, & energy), improving the efficiency and effectiveness of the PHA, comprehensively rebranding the PHA, and investing in technology to implement a 21st-century approach to providing affordable housing services.

Before Dr. Threatt’s role as the CEO of SHA, he was selected as the Vice President of the Section 8 Program at the Housing Authority of the Birmingham District (HABD). He provided oversight for the largest Section 8 Program in Alabama with a budget of $34 million that provided housing subsidies to 5200 households and made payments to over 1500 landlords.

Dr. Threatt earned his Doctor of Public Administration (DPA) from West Chester University (WCU) in Pennsylvania. He earned his Master of Arts in Criminal Justice Administration from the University of South Florida (USF) and his Bachelor of Science in Psychology from the University of Alabama at Birmingham (UAB). He also attended Lawson State Community College (LSCC) before transferring to UAB. 

In 2012 he founded the nonprofit organization, Corporation to Develop Communities of America, Inc. which focuses on real estate development and neighborhood revitalization in low-and-moderate-income (LMI) communities.

Elevate Real Estate Group, LLC, is his real estate company and is brokered by Community 1st Real Estate, LLC. He works with buyers, sellers, and real estate investors and provides property management services. He can personally identify with landlords based on his best practices in managing his multifamily apartment complexes and single-family homes. Additionally, he has participated in developing hundreds of millions of dollars in mixed-use, mixed-financed, and mixed-income communities throughout his career. He has combined housing authority dollars to leverage public and private resources to develop attractive and competitively priced market-rate apartments, townhomes, and single-family homes.

Dr. Threatt is featured in the 2022 Top 100 People in Real Estate Magazine and joined the Birmingham Business Journals Leadership Trust in 2021. Dr. Threatt was chosen for membership by the Business Journals Leadership Trust Selection Committee due to his experience, leadership, and influence in the affordable housing industry and beyond.

 

He is a proud member of Kappa Alpha Psi Fraternity, Inc., Rotary International, the American Society of Public Administration (ASPA), and the National Forum for Black Public Administrators (NFBPA). Dr. Threatt is also a member of the following real estate and affordable housing associations: National Association of REALTORS® (NAR), National Association for Real Estate Brokers (NAREB), National Association of Home Builders (NAHB), National Leased Housing Association (NHLA), Public Housing Authorities Directors Association (PHADA), and National Apartment Association (NAA). He serves as a National Association for Housing and Redevelopment Officials (NAHRO) Congressional Contact. He also serves on the National Association of Residential Property Managers (NARPM) Governmental Affairs Committee, the Policy & Research Subcommittee, Advocacy Communications Subcommittee, and the Legislative and Educational Conference Subcommittee.

He is a podcaster, author, developer, landlord, property manager real estate investor, coach, guest lecturer, and licensed REALTOR®. Dr. Threatt’s proven track record reflects the successful and innovative administration of affordable housing programs. This has gained him much recognition and respect across several industries and academia.
